Seems to me that the scooters were always used by "normal" people. The handicaped didn't get them right away because they already had wheelchairs. But some wheelchairs require you to get exercise by using your arms. The scooter doesn't require any exercise except getting your lazy a** into the thing.
Most of the people I see with them are very fat. Maybe they have a handicap, or maybe they are just fat. I'm not a doctor, so I can't tell just by looking. But then I wonder about the fat handicapped people. Did they become fat after the handicap, or did being fat cause the handicap? I have an aunt who uses the thing, not because she is fat, but because she had a stroke. But she was quite large before the stroke, so I do wonder if that was what caused her health problems in the first place.

My dad had one of those scooters after he had his hip replaced. It was not fun loading it into the car. But he did like the store chains that provided free scooters for customers.
